Accelerated urbanization during the Industrial Revolution (especially in Great Britain between the late 18th and mid-19th centuries) was one of the most abrupt demographic and social changes of modern history. It was not a gradual growth of the cities, but an explosive transformation that turned a predominantly rural society into a predominantly urban one in a few decades.
The phenomenon in numbers
Before 1750, the great majority of the European population lived in the countryside. In England:
- Around 1801, barely between a fifth and a third of the population resided in towns or cities of a certain size.
- In 1851, for the first time, more than half of the British lived in urban surroundings.
- By 1901 the proportion exceeded 75%.
Cities such as Manchester, Birmingham, Liverpool, or Glasgow multiplied their population several times in a few generations. Manchester, for example, went from being a medium-sized town to becoming the symbol of the new industrial city (“Cottonopolis”).
The total British population grew from some 6 million in 1750 to some 21 million in 1851, and almost all of that increase was concentrated in the cities.
Why was it so accelerated?
Several processes reinforced one another:

Agricultural Revolution: The Enclosure Acts, new cultivation techniques, and mechanization increased the productivity of the countryside. Less rural labor was needed, which generated a surplus of population willing to migrate.

Concentration of production: factories (first hydraulic, then steam) required many workers in the same place. Unlike dispersed artisan or domestic production, the factory system drove agglomeration.

Market signals: industrial wages, although low in absolute terms and with harsh conditions, were usually more attractive than the prospects of the countryside. People voted with their feet.

General demographic growth: the fall in mortality (better nutrition in the long run, vaccination, etc.) amplified the migratory flow.
It was not a State plan. It was the unintended result of millions of individual decisions responding to economic opportunities. In Hayekian terms, it was a Spontaneous Order: the industrial city arose as a consequence of human action, not of human design.
The dark sides (and very real)
The pace was so rapid that institutions and infrastructure did not manage to adapt:

Extreme overcrowding: back-to-back houses, cellars, and tenements where entire families lived in a single room. In Liverpool in the 1840s, tens of thousands of people inhabited cellars.

Sanitary crisis: lack of drinking water, sewers, and waste collection. Cholera epidemics (1831, 1837, 1849…) were recurrent.

Pollution: coal smoke and industrial discharges turned many cities into unhealthy environments.

Labor conditions: long hours, child labor, and dangerous surroundings.
The literature of the period (Engels, Dickens, parliamentary reports) documented these conditions with bluntness. Life expectancy in the industrial working-class areas was notably lower than that of the well-to-do classes.
The longer-term balance
Despite the initial suffering, the process had profound and, over time, positive effects:
- The cities became engines of specialization, division of labor, and diffusion of knowledge. Density favored innovation and exchange.
- Real wages began to rise more clearly from the mid-19th century onward.
- Gradually institutional improvements appeared: public-health laws (from 1848 onward), sewer systems, running water and, later, compulsory education.
- Urbanization made it possible to escape the Malthusian Trap for the first time the population could grow in a sustained way together with the standard of living.
From an Austrian perspective, what is interesting is that the worst problems were not resolved mainly by central planning, but by a combination of social pressure, private initiative, the development of clearer property rights and, yes, some institutional reforms that improved the provision of local public goods.
In short
The accelerated urbanization of the Industrial Revolution was the entry price to economic modernity.
It was disordered, unjust in the short run, and generated considerable human suffering, in large part because of Government policies (Enclosure Acts).
But it was also the mechanism by which industrial productivity, capital accumulation, and dispersed knowledge were concentrated and multiplied. Without that massive transfer of population from the countryside to the city, the leap in the material standard of living of the last two centuries would have been much slower.
It is a classic case of how market processes generate both disruption and, eventually, a more complex and productive order.
